For the first time in over a decade, the UK’s Road Emulsion Association (REA) has recorded a rise in the production, distribution, and application of bitumen emulsions for surface dressing.
Data from the REA, which represents all UK manufacturers of bitumen emulsions, highlights early signs of recovery. According to their findings, around 38.5 million square meters of surface dressing were applied during the 2024 surface treatment season. This represents a 9% increase compared to the same period in 2023, a year that saw the lowest sales of bitumen emulsions since the REA began collecting records in 1978.
Despite this improvement, the current volumes remain significantly lower than those seen before the 12-year slump.
Kevin Maw, the REA’s consultant and secretary, described the development as promising for both the road maintenance sector and the general public. He noted, “Although there is still considerable progress needed to return to pre-2012 production levels, when over 60 million square meters of surface dressing were completed annually, this upward trend is a step in the right direction. It’s an encouraging sign.”
Maw expressed optimism about the continuation of this trend, suggesting it may signal a market recovery and a shift in priorities among local highway authorities. He added, “We’re seeing increased investment in preventative road maintenance, a focus we’ve been advocating for through our Futureproofing our Local Roads campaign.”
Chris Green, head of highway operations for Leicestershire County Council, shared a similar sentiment. “The rise in bitumen emulsion manufacturing and sales is great news for our industry,” Green said. “More importantly, I’m pleased that more councils are embracing and expanding their use of sustainable, low-carbon preventative treatments like surface dressing.
“This approach is the most cost-effective way for councils to maintain road infrastructure, reduce potholes, enhance safety, and ensure smoother travel. In Leicestershire, surface dressing not only improves road quality but also helps the council save money by avoiding more expensive repairs in the future.”
The REA compiles quarterly industry data, with all members reporting their emulsion production figures. These reports are independently verified by the REA’s consultant and secretary. The sale of bitumen emulsions typically peaks between April and September when surface dressing activities are concentrated during warmer, drier conditions.
